| Abstract | The value conflict between local & foreign human resource management styles was examined through case study analysis of the public & parastatal sectors in the Seychelles. Analysis of semistructured survey data from 20 officials & participants in those sectors, personal observation, & field notes revealed the existence of a local, indigenous management style characterized by person specificity. Such a management practice conflicted with institution building & imported textbook management strategies, reduced imported management efficacy, & carried the potential to result in dangerous discretionary powers.
