Dr. Milne is Professor Emeritus, Department of Political Studies at the University of Prince Edward Island, and is now retired and living in Malta. With Godfrey Baldacchino, he is the editor of Lessons from the Political Economy of Small Islands (co-published by Institute of Island Studies 2000). He is the author of The Canadian Constitution (3rd edition); Tug of War: Ottawa and the Provinces under Trudeau and Mulroney, and co-editor with B. Smitheram and S. Dargupta of The Garden Transformed: Prince Edward Island, 1945-1980.
